What role do you see for commercial / industrial development in Rocky View?  


Significant

Question 2:

What factors are relevant in deciding the appropriateness of proposed commercial / industrial development in Rocky View?

  • Revenue,
  • Scale,
  • Proximity to residents,
  • Availability of servicing,
  • Proximity to existing transportation networks,


Industrial / Commercial development is to be in alignment with the County's Strategic Plan, Regional Plans, and driven by the County's Business Plan according to our Muncipal Development Plan, and various Area Structure Plans. A pull, not a push from random landowners outside of ASP's.

Question 3:

What factors do you consider important when Council considers land-use applications? 

  •  Fiscal impact to the County
  • Availability of environmentally sustainable servicing,
  • Impact on Existing Communities

Question 4:

What methods should residents / landowners hav to influence Administration's recommendations to Council, and Council's decision making?

  • Written submissions,
  • Audio and video submissions,
  • Third-party independent submission,
  • In-person submission


In addition to the listed options, based on my experience this past 4-years, I believe the County needs to build in-house technical expertise, or have ability to review the technical work of applicant for significant proposals, i.e. large-scale regionally significant development, or resource extraction.


This applies as well to the next 2 questions.

Question 5:

For these general categories of issues, how much input from residents / landowners would you expct to be considered?

Question 6:

Do you support including fees with land-use applications to cover costs for County Administration to undertake third-party reviews of technical documents and / or to fund resident participation the the public hearing process?


Maybe.

Question 7:

Do you support Rocky View County participating in regional planning that emphasizes fiscal and environment sustainability fo rthe broader Calgary Region? 


Yes.

Question 8:

How do you believe Council should communicate with taxpayers / constituents?

  • County website
  • Local Newspapers

Also to consider would be monthly or quarterly local newsletters like SPFAS Park Patter. 


Generalizing:

  • Overall County and Division-by-Division details and news that impacts residents should be communicated from the County website / safe and sound e-mail list.
  • Justification for voting decision and updates on what Council will be focussing on should come from Councillors.

Currently the RVC website does not support this style of Councillor update.

Do you believe that all views should be heard and respected before Council makes its decisions?


Yes

Question 10:

Is there a role for dissenting opinions on Council?


Yes.

Question 11:

How would you resolve disputes between Councillors? 

  • Consensus Agreement
  • Mediation
  • Sanctions
  • Legal Action

Personally have tried all four. the past 4-years. What is missing is stronger leadership earlier on in a dispute, to move the group closer towards a consensus that everyone can live with. Perhaps County investment in training for Councillors to develop / grow these soft skills would reap a huge reward.

Are you willing to disclose the source of your campaign funds prior to elect day, and how will you provide that information for public disclosure?


Yes.

Personal website. Daily updates possible on websites. With short campaign period, donations may happen right up to the end date.

Question 13:

What is your vision for Rocky View County? 


Check out the County's Strategic Plan. Nature abhors a vacuum, and I assumed a leadership position in supplying input throughout our facilitated process, and working with County business analysts with wording tweaks for the final drafts Council approved. Consider it my "consensus" vision for the County.

Question 14:

How do you see Rocky View County change ove teh next 10 to 20 years? 

  • Rebuilding Administration under new leadership from a progressive business-oriented Chief Administrative Officer (CAO).
  • Rebooting County business development thinking to embrace new business realities.
  • More coordinated, well-planned and financially responsible development - taking advantage of additional regional opportunities.
  • High quality country residential and cluster development in logical locations with efficient servicing, less dart-board and more coordinated co-location of symbiotic businesses.
  • Maximize long-term County fiscal health, not short-term development returns.

What relevant experience would you bring to Rocky View County?


  • 4-years of Pro-Resident, Pro-Smart Development, fiscally prudent Council Work at Rocky View;
  • 6-years experience membership on a HOA board representing 2,100 Elbow Valley Residents;
  • Management Consulting, Entrepreneurial Experience with a global reach;
  • Masters Business Administration (Haskayne), Undergrad Chemical Engineering (U of C)
